Frances Elaine (Bishop) Dougherty, 99, formerly of Cheyenne passed away March 1, 2018, at Ivinson Memorial Hospital in Laramie, WY. She was born January 29, 1919, at the homestead of her grandparents Carlton and Mary Bishop, north of Burns, WY. She was the first of four children born to Otho and Grace (Lupkes) Bishop. She grew up in the Burns community and graduated from Burns High School in 1937. She received her teaching certificate in 1938 and taught for three years at the Chapman School, a one room school in rural Weston County, Wyoming. She also taught at the Hillsdale School for one year. She retired in 1980 from Laramie County School District #1, where she had been a substitute teacher and managed the cafeterias at Rossman and Goins Elementary Schools. She married her high school sweetheart, Edward Dougherty, in 1941, beginning a union that would last nearly 65 years until Ed's death in 2006. Frances was a member of the First United Methodist Church, Orchard Valley Garden Club, Retired Railroad Auxiliary, Cheyenne Central Booster Club and was a girl scout leader. She is survived by her son John Dougherty of Laramie, her daughter and son-in-law Sharon and Rudy Sanford of Jackson and sister Beverly Wiseman of Torrington. Also survived by five grandchildren, Kelly (LuAnn) Sanford of Eden Prairie, MN, Wade (Kim) Sanford of Worland, WY, Ryan (Stephanie) Dougherty of Omaha, NE, Sean (Amanda) Dougherty of Laramie and Chanda Dougherty of Laramie. Seven great-grandchildren also blessed her life: Jordan, Grace, Rudy and Reece Sanford and Bree, Mia and Emme Dougherty. She was preceded in death by her husband, Edward Dougherty, parents Otho and Grace Bishop and brothers John and Wayne Bishop. In lieu of flowers donations may be made to a charity of your choice. Funeral services will be held on Wednesday March 7, 2018 at 1:00 p.m. in Lakeview Chapel at Schrader, Aragon and Jacoby Funeral Home with Pastor Rick Bishop officiating.
